NICK SANDLIN, P.E.
Founder & President
Nick Sandlin, P.E., is a third-generation civil engineer, entrepreneur, and the founder of Sandlin Services. A graduate of Texas A&M University, Nick is licensed as a Professional Engineer in Texas and Colorado and has built his career around the design, delivery, and strategic leadership of complex land development and infrastructure projects.
Raised throughout Texas before settling in Central Texas, Nick developed an early appreciation for the state’s varied landscapes, growing communities, and infrastructure needs. Civil engineering is deeply rooted in his family. His grandfather was a visionary entrepreneur who led fourteen heavy-highway construction and site-development companies, while his uncle spent his career constructing and maintaining power plants across Texas. Their example instilled in Nick a respect for infrastructure, an understanding of construction, and a belief that disciplined execution creates lasting value.
Nick’s experience spans the full civil project lifecycle, including heavy-highway construction, land development design, infrastructure planning, project management, permitting, construction-phase services, and client strategy. He has led the design and delivery of projects supporting housing, commerce, employment, and mobility for more than 30,000 residents and employees. Through direct involvement in more than $100 million of infrastructure work and millions of dollars in engineering and design management, Nick has developed a practical understanding of how technical decisions affect construction cost, project schedules, entitlements, and long-term development value.
As President and Principal of Sandlin Services, Nick works closely with landowners, developers, contractors, municipalities, and project teams to navigate the increasingly complex land-development process. His technical experience includes water and wastewater infrastructure, streets and transportation systems, storm drainage, detention, water quality, grading, utility coordination, and public infrastructure. He is particularly focused on identifying risk early, resolving constraints, and establishing clear strategies that move projects from initial opportunity through design, permitting, and construction.
Nick operates at the intersection of strategy and execution. His approach combines preparation, technical rigor, financial stewardship, proactive communication, and a strong bias for action. He believes the engineer’s role extends beyond producing plans and calculations to providing the judgment, leadership, and accountability necessary to deliver a successful project.
His work is grounded in faith, family, and a commitment to creating enduring value for clients, communities, and the next generation of Texans.
SCOTT SCARBOROUGH, P.E.
PROJECT ENGINEER
Scott Scarborough, P.E., joined Sandlin Services in 2022 after earning his Bachelor of Science in Civil Engineering from The University of Texas at Austin. As a Project Engineer on the Land Development Team, Scott manages the design, coordination, and permitting of public and private infrastructure projects throughout Central Texas.
Scott’s work encompasses the full spectrum of construction plan development, including site layout and grading, water distribution, wastewater collection, street and roadway design, storm drainage, detention, water-quality controls, utility coordination, and erosion and sedimentation controls. He works closely with clients, municipalities, utility providers, surveyors, contractors, and other consultants to guide projects through design review, permitting, and construction.
His background in surveying and civil design has developed a strong eye for detail and a practical understanding of how existing conditions, property boundaries, topography, utilities, drainage patterns, and regulatory constraints shape a successful site design. That experience allows Scott to evaluate projects from initial field information through final construction and produce plans that are coordinated, constructible, and responsive to real-world conditions.
Before entering engineering, Scott developed extensive experience in the service industry. That background continues to influence his client-focused approach and his ability to communicate effectively with property owners, project teams, and the many jurisdictions involved in Texas land development. He understands that strong engineering requires more than technical calculations—it requires responsiveness, clear communication, and consistent follow-through.
Originally from Pflugerville, Scott has lived in the Austin area for more than 25 years. His familiarity with Central Texas and its rapidly evolving development environment gives him valuable perspective on the communities, infrastructure systems, and regulatory processes that shape the region.

RULA ABU-KHALIFA, EIT, MSCE
PROJECT ENGINEER
Rula Abu-Khalifa is an Engineer-in-Training with experience in land development design, civil infrastructure, and project coordination. She earned both her Bachelor of Science and Master of Science in Civil Engineering from Texas A&M University and is currently working toward professional engineering licensure.
Rula’s graduate studies focused on the performance and application of construction and pavement materials, giving her a strong technical foundation in material behavior and pavement performance. This background complements her land development experience and informs how she considers site conditions, constructability, and long-term infrastructure performance throughout the design process.
At Sandlin Services, Rula contributes to the design and coordination of public and private development projects throughout Texas. Her work encompasses water distribution, wastewater collection, streets and roadways, storm drainage, detention, and water-quality facilities. Her responsibilities include site grading, utility design, hydraulic calculations, construction plan production, technical reports, permitting, and coordination with municipalities, utility providers, contractors, and other members of the development team.
Land development in Texas requires engineers to balance rapid growth, varied terrain, complex drainage conditions, utility constraints, and jurisdiction-specific requirements. Rula approaches these challenges with technical curiosity, attention to detail, and a commitment to producing clear, coordinated, and constructible designs. She is particularly interested in using advanced design technology and digital workflows to improve accuracy, efficiency, and communication throughout the development process.
Outside of engineering, Rula enjoys playing soccer, exploring new places, and staying connected with friends and family around the world.
